One of the places that the ICPD Programme of Action was most important was when we were finalizing the guidelines for comprehensive sexuality education in Nigeria. We could reference Chapter Seven, that speaks about reproductive health and rights, to say that this is important. It was an important opening statement in the guidelines to ensure that people knew that these weren't just a bunch of crazy people talking about how they would like the world to go upside-down. They were working on the issues that governments across the world had said was important. Women across the world had framed that document in such a way that it was useful for advocacy.
