Ministry of Planning has approved Coalition work in Pakistan, but restricted work on abortion. Staff visit in January 1989 cancelled due to logistical problems. Correspondence clarifies we might work discretely on safe abortion, but the NGO Council has been weakened as the supervisory agency. Sandra Kabir may visit in FY 1990. IWHC commitment, if any, limited to exchange visits with BWHC.
