There are many things that the Programme of Action, of the ICPD, many things that it meant, and many things that it did. One of the fundamental things that it did was to, first of all, in that Programme of Action, to let it be known that it's not just about the numbers. It's about the people behind the numbers. So, if you look at the different chapters of the Programme of Action, you find chapters on development, chapters on the family, chapters on the health of women, and so on, and so forth. So, I would say, it really made a good foundation for the Millennium Development Goals [MDGs] that came much later, because people had to now think, not just of population control, but the why and who behind those numbers that they count. So, for the first time, you found people, that were basically family planning, population-control people, now beginning to think of the health of the women, the rights of the women, the men with the women, because, I mean, the women were not getting pregnant on their own. They were being impregnated by somebody.
